Module packer 

Frames → wire chunks (docs/protocol/chunks.md).

A video frame becomes one or more FEC blocks of up to BLOCK_DATA_CHUNKS data chunks plus k parity chunks computed over that block only. The packer is pure: it allocates the chunk buffers and returns them; the sender decides admission and transmits.
