Which encoding to relay, given how many bits the link will carry.
The AbrController decides how many bits; this decides which of the
publisher’s encodings fits them (ADR 0008). The two are deliberately
separate: a robot that publishes one layer runs the controller unchanged and
never consults this module.
Pure and allocation-light: no I/O, no clock. The caller steps it once per second with the controller’s current target, exactly as it steps the ABR.
