A controller whose range tops out at publisher_max_kbps when that is below the profile’s ceiling (0 = no limit of the publisher’s own).

A publisher that cannot encode faster than some rate makes every request above it a no-op: the controller would “raise” a bitrate that never moves, and its floor — a fraction of the ceiling — would sit higher than it should. Stating the publisher’s limit keeps the whole range real.
